I'm not sure I would put short fiction and poetry in the same category. They have a different audience.  Charging for a listing in a directory is a little unusual and might be resisted by people. I think I would be more likely to pay for results rather than potential. A pay per click like Google ads might work. There are scripts you can install to count these.
